Following is the guide that will let you fake your country on the google play store, and then you can buy apps and music from the google play store of different countries around the globe. Prerequisites:

• You will need two Android phones.
• In addition, you will be a VPN like HotSpot Shield or Zenmate.

Phone 1:

• Open Google Play Store and Download HotSpot Shield or Zenmate. (Zenmate is Adfree. I use Zenmate, and I would recommend the same)
• Once you have downloaded it. Clear cache and data of Google Play Store by going into Settings -> Apps -> Google Play Store.
• Now open the VPN app (Zenmate), change your location to the USA, and connect to the VPN.
• Open Google Play Store and Accepts the terms. Accept the terms.
• Now Move out of Google Play Store. Do not exit the app from the background.

Phone 2:

• Now perform the following steps on Phone 2.
• Clear cache and data of Google Play Store on Android Phones.
• Open Google Play Store. You don’t need VPN on this phone.

This time, accept the terms and rules. It will take you to USA’s Google Play Store.

Phone 1:

• Disconnect from VPN and Head back to Google Play Store.

This works as if you own devices on the same Google account. As the above, both phones shared the same google account. So when you use one account to purchase any item, you can use it on your other devices for free.

The above solution works when you fake your location on the first phone and then accept terms on 2nd device. So it checked back with the first device, whose location was in the US at that time. So it works with the permission granted initially using the US VPN.
