Actual Solution that worked for me: I installed Paranoid Android ROM on rooted Nexus 5. The issue is with Kernel, which controls the HW/OS communication. Kernel of this ROM removed the issue.
I then restored the backup of stock 4.4.3 from recovery and did a factory reset. Wifi & everything else works fine now. If you don’t know how to install paranoid on Nexus 5 use this guide. Although it’s for Nexus 6P, the directions are the same. All you have to do is to download Paranoid for Nexus 5 and use the directions in the guide to flash it on your phone.
If you have some other smartphone and you dont have Paranoid Android ROM. Flash the stock firmware respective of your smartphone. You can find the guides on how to flash stock firmware here.
